Item # 1 St. Mark Parish Centre The Property and Finance Committee brought in an independent reviewer to give counsel regarding the Parish Centre. There are several options regarding this building.
The following information is for you to review:
A Designated Substance Report will be need to be conducted and filed with the Building Inspector. The cost of this assessment can run between $2500 to $10,000. There are several companies in the area that could be retained: St Lawrence Testing & Insp. Co Ltd, Cornwall and WSP Ottawa are two companies that can do this. The review must be current within six months of taking action.
Several options have been discussed:
Demolish the Parish Centre
Sell the Parish Centre
Renovate the Parish Centre
Rebuild a new Parish Centre if the old one has been demolished
Demo – permit would cost approx. $150.00 and any hazardous material would have to be removed by licensed companies and disposed of in Moose Creek. Once that is done Fast Eddies could demo the rest of the building
Note: the demolition and disposal of 175 King Street 1/6 of the size of the Parish Centre cost $100,000
Parish Hall is 7000 square feet - 1 ½ weeks for demo permit once applied for. D. Steele Brockville & GIM Smiths Falls are licensed to remove and dispose of any hazardous materials.
Sell the Hall – there is an opportunity to sell the Parish Centre, as is. We would need to get an informed agent to share what they think we could get from the sale. We were cautioned that we could only control the first buyer and then after that it is out of our hands as to who any future buyers may be. It was mentioned that the same concern was levied when the sale of Crane House occurred and this never happened.
Renovate and/or refurbish Parish Hall – Fire safety and plumbing will be the most important updates within the Hall.
If the second floor is to be reno’d, then proper access will be needed. He said the second floor could also be removed. The names of two companies that can do reno design are Annable Design and Eastern Engineering. The hall can be divided up and have part for meetings, dinners or celebrations etc. and part can be divided into a few rooms for storage for Knights, CWL and Church. The ceiling can be dropped so the heating bill isn’t so high. A handicap bathroom could be installed where the old bar was. A part of it could be rented out for a daycare which is needed in the community. One of the advantages of a renovation is that “we” can do some of the work ourselves ie: hanging drywall, painting or flooring etc. If “we” decide to renovate as long as asbestos or lead is not disturbed we can cover it up and not have to have it removed. The outside of the building could be painted.
New Build – Can be used for the same purpose that is on Record of Site. Conditional on any changes that may be made.
There is a cost for the building permit $8.50 per 1000 ft(?) A new build pricing runs anywhere from $200 to $400 per square ft. It was estimated that it would cost at least 6 million to put a new building on the site including the demo and disposal of any hazardous materials.
Parishioners will need to be made aware of the costs of both rebuilding and maintenance and management of a new facility.
When the current Parish Centre was in full use the annual costs were in excess of $ 150,000 which included 2 full time staff persons. The costs even with use almost weekly did not pay or cover the annual costs. A smaller facility might be a better opportunity and consideration.
Item # 2 Have the west and east wall of St. Mark inspected and get quote for repairs There has been water penetrating the interior of both the east and the west wall of the Church, for many years, which has been identified will weaken both the interior walls and the exterior stone of the Church. Quotes for this work are now very out of date and will have to be tendered out again. The roof work that needs to be conducted as identified in Item # 4, may lessen the problem, but it should be understood, that the work needs to be done. There is no current quote for this work. This work has already been scheduled to begin.
Item # 3 The rectory needs to inspected and any repairs need to be planned for The Rectory is a beautiful century old home, of great historical significance in Prescott. As in all buildings repairs and renovations need to be conducted from time to time. The rectory is indeed, in need of renovations. It would be beneficial to have the facility inspected and form a plan for renovation. The comfort of our Priest should be first and foremost in our minds when these renovations are planned.
Item # 4 Review of all roofs – this report is for the church: An assessment was conducted on the roof of the church The assessment included the following information 1) On the west elevation there is evidence of leaking on the walls of the upper clerestory roof and the lower exterior walls. We noted the presence of what appeared to be mold forming on the wall surface and observed water staining and cracking of the plaster finishes. 2) Onthe east elevation there is evidence of leaking in the clerestory directly located at the corner of the steeple. There was also evidence of the roof leaking in this area by means of observing water staining.
It was apparent during the review that there is a failure in the buildings' roofing and flashing components which is permitting water to ingress to the building, the estimated age of the roofing.
Recommendations:
Retain a contractor to install new headwall flashing with Reglet and new sealant on the west and east elevations.
2) Repair gutters that are damaged. 3) Complete an investigation of the roofing overall, providing new fasteners and sealants as required. The intent is to fill any holes or replace missing screws and nails. 4) When completing Item No. 3 noted above, we would encourage a partial removal of some roofing panels over the areas of concern on the west and east elevation to inspect the condition of the wood-based sheathing and timber framing. Engineering assessment may be required if damage is discovered. 5) Upon completion of waterproofing repair interior damage to wall surfaces, remove mold and paint. Estimate of probable cost to complete the work is $40,000.00+HST.This work has begun.
Item # 5 Investigate the potential of renovating or adding on to St. Mark Club There have been several renderings of what St. Mark Club could look like if we demolished the garages and added a two-story addition onto the south side of the club house. If the Parish decides that the Parish Centre should be sold or demolished an action of this size would give the CWL, the Knights and the parish a more suitable place to meet and hold events in.
A recent review of the Club House indicated that changes can be made to the Club House. The inside can be updated but if we add to the building then the addition would have to have the same aesthetics as the outside of the building.
There have been no costs identified for such a build, however if the Parish Centre was sold the money achieved from the sale could be used for the new build. ===========================Please print out this last section and Return this portion below==============================
